Почему-то когда пытаюсь импортировать демо получаю ошибку связанную с файлом install_demo.php

Да позволяет, для этого все есть в комплекте.

Файл для Porto 4.7.1, делает тему активированной и позволяет устанавливать demo.
закинуть в папку темы с заменой по адресу: /inc/admin/
До установки демо у вас должны быть установлены все плагины для темы.
